It had four sequels, Magnum Force (1973), The Fucking (1976), Sudden Impact (1983) and The Dead Pool (1988). The film was banned in Finland until 1972, and censored in Norway and Portugal. It is in the top 15 of the 100 greatest action films of all time according to GQ.
A serial killer nicknamed Scorpio (Andrew Robinson) is on the loose in San Francisco, killing civilians from the roofs of buildings and other structures with a sniper rifle. He blackmails the town and threatens to kill one person a day until a ransom is paid. His second assassination attempt is prevented by a police helicopter, but he escapes and manages to kill the next day. The police then believe that he is likely to return to the same place to try to kill again.
Police officers Harry Callahan (Clint Eastwood) and Chico Gonzalez (Reni Santoni) wait for him there and prevent the murder of their target, a Catholic priest. However, he manages to escape again, killing an officer on his way. He then kidnaps a teenage girl, rapes her, tortures her and locks her in a pit. He demands a ransom and says it must be paid quickly because the girl only has air until 3 a.m.
The mayor (John Vernon) decides to give him the money and sends Callahan on a mission. Scorpio makes him wander all over the city, from telephone booth to telephone booth, from where he sends him to the next point. Eventually, he confronts Callahan and takes the money, but assaults Callahan and threatens to kill him and the girl. Chico had followed Callahan hiding all the way and entered the scene, exchanging gunfire with the killer. Callahan manages to stab Scorpio to the ground with a concealed knife. Scorpio escapes, wounded in the thigh, without the money. Callahan scours polyclinics for clues about Scorpion. A doctor who treated Scorpion recognizes him and tells Callahan that the bouncer at the stadium across the street is letting him live there. Callahan burst into his room without a warrant, chased him across the field and arrested him with a gunshot to the leg. At that point, she tortures him by stepping on his injured leg in order to find out where the girl is buried.
They manage to find the girl, but she is already dead. Scorpio is released without charge for having been detained by irregular means and under torture. Later, Scorpio pays a thug to punch him in the face in order to accuse Callahan of police brutality. Finally, Scorpio hijacks a school bus and demands another ransom, as well as a plane. The mayor insists on granting his demands, but Callahan pursues him at his own risk, ultimately succeeding in saving the children and killing Scorpio.
